Our Story

We started TechPerm in 1999 with a straightforward premise: federal agencies need IT professionals who can perform on day one, clear suitability without surprises, and stay. That premise has not changed.
From our founding in Annapolis, Maryland, we built our reputation at two of the largest civilian agencies in the country — the Social Security Administration and the Centers for Medicare & Medicaid Services. We did not grow by chasing volume. We grew by placing the right person into the right role and making sure they succeeded. One engagement at a time, over 25 years, that approach produced a track record that speaks for itself.
Today, TechPerm supports federal programs at SSA, CMS, NIH, USDA, and DHS CBP — across staff augmentation, enterprise application engineering, infrastructure operations, cloud solutions, cybersecurity, and systems testing. Our clients are prime contractors and federal agencies who need a subcontractor that already knows the agency, already knows the suitability process, and will not waste their time.
We are a small firm. That is intentional. It means every client has direct access to leadership, every placement reflects our full attention, and every engineer we put on a program carries our name.

Federal IT staffing fails in predictable ways. A firm sends a resume that looks right on paper. The candidate clears suitability late — or not at all. They arrive without the agency-specific knowledge the program needs. The PM absorbs the delay, and the program suffers.
We place one person at a time, and we take full accountability for that placement — from the first resume to the first day on-site. Before a candidate ever reaches a prime contractor or agency, we have assessed their technical qualifications, reviewed their suitability readiness, and confirmed they understand the environment they are walking into.
Our institutional knowledge of SSA and CMS systems — COBOL, DB2, Java, claims processing platforms, CITIC infrastructure, benefits modernization — means we are not guessing at fit. We know what these agencies need because we have been working inside them for decades.
We also manage the suitability process end-to-end. We guide candidates through eQIP and eApp submissions, coordinate with CORs and security offices, and actively manage adjudication timelines. Primes who work with us do not get caught off guard.
This is not a high-volume model. It is a precision model. And it produces engineers who are productive from day one.

Jim Huelskamp — Founder & CEO
Jim Huelskamp founded TechPerm in 1999 and has led the firm through 25 years of continuous support for civilian agencies. Under his leadership, TechPerm has become one of the longest-tenured small federal IT staffing firms in the Washington-Baltimore-Annapolis corridor, building long-term relationships with SSA, CMS, NIH, USDA, and DHS through consistent, accountable delivery.
